Mr. Simmons is a Senior Associate at Booz Allen Hamilton, where he is a member of the Defense Command, Control, Communications, and Computers business sector. He also coordinates business efforts with the Department of Defense and other federal government agencies, as well as state and local governments. As a member of Booz Allen’s Defense Business Segment, he is currently involved in the development of a network centric (NetOps) concept of operations (CONOPS) for the Office of the Secretary of Defense, the Joint Staff J6, and the Combatant Commands. His NetOps concentration cuts across the Firm’s Homeland Defense and National Infrastructure Assurance endeavors.

Before joining Booz Allen, Mr. Simmons served as Deputy Assistant to the President and Director, White House Military Office from December 1, 1998 to January 20, 2001. As the Director, White House Military Office, he had managerial and oversight responsibility for all Department of Defense resources that are involved in supporting the President of the United States, to include 2,200 government civilian and military personnel. The White House Military Office’s mission is to provide operational, logistical, and global information systems support to the President in his role as Commander in Chief, Chief Executive and Head of State. Mr. Simmons was very much involved in Presidential Contingency Planning (Continuity of the Presidency), Continuity of Government (COG), and critical infrastructure protection (CIP) issues

Prior to his Presidential Appointment, Mr. Simmons was nominatively selected as Commander, White House Communications Agency, the most prestigious assignment in the Armed Forces for a military communicator. As the Commander, from October 1994 to November 1998, he was responsible for providing global telecommunications support and for operating and maintaining a responsive information systems infrastructure for the President, Vice President, the National Security Council and the United States Secret Service.

Retiring at the rank of Colonel, Mr. Simmons’ distinguished Army career as a strategic and tactical communicator included numerous command and staff assignments. During four overseas assignments, Mr. Simmons commanded at company, battalion, and brigade level. As Commander, 2nd Signal Brigade, Mr. Simmons supervised over 2,500 soldiers and civilians geographically dispersed over thousands of square miles. The brigade’s mission was to provide strategic, tactical, and base telecommunications support for the entire European Theater.

Mr. Simmons’ professional education includes Command and General Staff College and the United States Army War College. He earned a Bachelor of Arts degree in History (Magna Cum Laude) from the University of Maryland and a Master of Science degree in Computer Science from the University of Oklahoma. Mr. Simmons was inducted into the United States Army Officer Candidates School Hall of Fame and is a member of the Phi Kappa Phi Honor Society. He is married to the former Myralon Saunders and they have two sons, Jacob and Jonathan.
